Village President

Generally: The President is the Chief Executive of the Village. The words “President”, “Village President”, and “Mayor” are construed to mean the President of the Village.

The President is elected for a term of four (4) years and serves until his successor is elected and qualified. He is elected from the Village-at-large, as provided by statute.

The President appoints, by and with the advice and consent of the members of the Board of Trustees, all officers whose appointments are not otherwise provided for.

The President annually appoints one Trustee to serve as chairman for each of the standing committees. The President may also annually appoint not fewer than two (2) additional persons (qualified voters) to serve on each committee.

The President, with the advice and consent of the Board of Trustees, makes all appointments to all special committees. The number of persons (qualified voters) so appointed shall not be fewer than three (3) for any such committee.

In addition to the above, the President performs all such other duties and has all additional powers that are or may be prescribed by the laws of the State, or the ordinances of the Village.

Village Trustees

The current Board of Trustees is a diverse group that brings together experience, skills, and a sense of commitment to the Village. It is well poised to take the Village of Sleepy Hollow into the future.

Generally: The President (or Mayor) plus the six (6) Trustees together, as the Board of Trustees, serve as the legislative body for the Village. They have all powers, duties and responsibilities as conferred upon such bodies by the State statutes and by the ordinances of the Village. Each Trustee is appointed to serve as a committee chairman on one or more of the regular standing committees of the Board and is responsible for the actions of that committee and the affairs of the Village as they relate to that committee. As committee chairman, each Trustee acts as liaison between the committee and the Board as a whole.

Village Clerk

The Village Clerk is elected to serve a four (4) year term and until a successor is elected and qualified as provided by statute.

Duties of the Clerk:

  • The Village Clerk issues notices of meetings to the President and members of the Village Board, and when directed by that body, to the members of the different committees of that body and to all persons whose attendance will be required before that body or any such committee when so directed.
  • The Village Clerk, without delay, delivers to the President all motions, resolutions and ordinances under his charge which may require approval or other action by the President with all papers and information on which the same were founded.
  • Attestation: The Village Clerk seals and attests to all contracts of the Village and all licenses, permits and other documents as State statute and Village ordinance shall require.
  • The Village Clerk keeps in his office in the Village Hall all documents and records pertaining to the business of the Village which are not needed by any other Village officer in pursuit of regular duties, including all bonds posted as security by Village officials
  • The Village Clerk attends all meetings of the President and Board of Trustees and keeps a full record of its proceedings
  • All ordinances passed by the President and Board of Trustees are recorded by the Village Clerk in a book kept for that purpose before the next regular meeting after they go into effect. If the ordinances require publication, he causes the same to be duly published. The Clerk notes at the foot of the record of each ordinance a memorandum of the date of its passage and approval or otherwise become effective, and if published, the date of the publication of such ordinances. The original is filed in the office of the Clerk with a certificate of publication of ordinance requiring publication
  • The Village Clerk keeps and maintains an index to all public records and documents in his care so as to assure that such records and documents are readily accessible to anyone who may require same
  • It is the duty of the Village Clerk, within five (5) days after an appointment is made, to notify in writing all persons appointed to office
  • It is the duty of the Village Clerk on or before the second Tuesday in December in each year to file with the County Clerk of Kane County, Illinois, a certified copy of the duly adopted tax levy ordinance for the current fiscal year
  • A Deputy Village Clerk may be appointed by the Village Clerk with the approval of the corporate authorities. He has such powers and duties as the Village Clerk has and is subjected to the supervision and direction of the Village Clerk
