Planning Commission
The Village President, by and with the consent of a majority of the Board of Trustees, appoints nine (9) members to the Commission, which members reside within the Village or within an area not more than one and one-half (1 1/2) miles beyond the corporate limits and not included within any other municipality. Members serve without compensation.
Each member is appointed for three (3) years.
The members of the Plan Commission, upon appointment:
- Perform duties and consider all matters as prescribed by the statutes of the State;
- Prepare and recommend a comprehensive plan and planning map to be submitted to the Village President and Board of Trustees as set by the statutes of the State;
- Submit all recommendations in writing to the Village Clerk for submission to the Village President and Board of Trustees convened in regular session.

Zoning Board
The purpose of the Zoning Commission is to devise such amendments to sections and chapters of Title 8, “Zoning”, of the Village of Sleepy Hollow Codebook as may be required from time to time by the President and Board of Trustees and which are consistent with the health, well being and desires of the residents of Sleepy Hollow, and to hold public hearings as required by State statute and the ordinances of Sleepy Hollow for such amendments.
The members of the Sleepy Hollow Zoning Commission are appointed by the President with the advice and consent of the Board of Trustees. The number of members on the Zoning Commission shall be a minimum of five (5) including the chairman. The term of office is set by the President and Board of Trustees.

Zoning Board of Appeals
The Zoning Board of Appeals consists of seven (7) members appointed by the Village President, by and with the consent of the Board of Trustees, with original appointees to serve respectively for the following terms:
One for one year, one for two (2) years, one for three (3) years, one for four (4) years, one for five (5) years, one for six (6) years, one for seven (7) years;
The successor to each member appointed serves for a term of five (5) years. One of the members of this Board is designated by the Village President, with the consent of the Village Board, as chairman of the Board and holds his office as chairman until his successor is appointed. The chairman administers oaths’ and compels the attendance of witnesses.
This Board does not have the power or authority to amend the Zoning Ordinance, including both the text and the Zoning Map, to grant variations to the Zoning Ordinance or to determine appeals from any decision of the Zoning Enforcing Officer, such power and authority being reserved to the Village Board of Trustees.
All meetings of this Board are open to the public, and no official action is taken except at such a public meeting.
