VILLAGE OF SLEEPY HOLLOW
VILLAGE BOARD MEETING MINUTES JANUARY 16, 2012

The regular meeting of the Sleepy Hollow Corporate Authorities was called to order at 7:30 p.m. at the Sleepy Hollow Village Hall. Board members in attendance were President Stephen Pickett, Trustees Scott Finney, Dennis Fudala, Russell Getz, Joseph Nemec, Jeff Seiler, and Donald Ziemba. Also in attendance were Village Attorney Mark Schuster, Police Chief Jim Montalbano and Finance Director Ellen Volkening.

MINUTES
1. Nemec moved with a second from Seiler to approve the Village Board Meeting Minutes of January 2, 2012. Motion passed unanimously.

PRESIDENT
1. President Pickett proposed the following residents for an ad hoc committee to review the West Dundee proposal for police services: Jim Hendricks, Wayne Eischen, Kathy Joskowiak, John Florence, and Jim Kruger. Nemec moved with a second from Seiler to approve the committee appointments. Motion passed unanimously. A meeting should be scheduled with the committee. The Finance Committee has already met on this matter and details of their discussion should be obtained prior to the ad hoc meeting.

Nemec moved with a second from Seiler to amend the agenda to move New Business to now. Motion passed unanimously.

Seiler moved with a second from Nemec to adjourn to executive session at 7:40 p.m. for the purpose of collective bargaining pursuant to ยง2(c)(2) of the Open Meetings Act. Aye: Seiler, Nemec, Finney, Fudala, Ziemba. Motion passed. (Chief Montalbano left the meeting.)

The regular meeting resumed at 8:32 p.m. (Trustee Getz arrived during the executive session at 8:05 p.m.) Village Attorney Mark Schuster left the meeting.

ATTORNEY
1. Finney moved with a second from Fudala to approve Ordinance No. 2012-1 entitled “An Ordinance Amending the Motor Vehicle Licensing Regulations in the Village. All vehicle stickers are increased by $10. It was noted that the ordinance also increases the late fee penalty from $5 to $15, per month, per vehicle. Aye: Finney, Fudala, Nemec, Pickett. Nay: Getz, Seiler, Ziemba. Motion passed.

ENGINEER
There has been no update on the grant for water main improvements.

DIRECTOR OF FINANCE
1. The Village received a quote for flood insurance coverage that will cost about $5,500.
2. Ziemba moved with a second from Nemec to approve the accounts payable of January 16, 2012 in the amount of $96,610.28. Aye: Ziemba, Nemec, Finney, Fudala, Getz, Seiler. Motion passed.

COMMENTS FROM THE PUBLIC
There were no members of the public present.

PARKS, ROADS AND STREETS
1. Windcrest Court residents will be attending a future meeting regarding paving of that court.

FINANCE
1. The financial reports will be reviewed at a later meeting.

WATER AND SEWER
1. Elgin has lowered their water rate by 1.1%. Our rate to residents will remain the same. Efficiency is back up to almost 90%, and water usage by residents is down from previous years. The new sewer meters arrive this week and should be installed shortly.

POLICE AND PUBLIC SAFETY
No report.

PUBLIC BUILDINGS AND ENVIRONMENTAL
1. Baiting for the deer started today.

BUILDING AND ZONING ENFORCEMENT
1. There has been a boat in a driveway for some time at Jamestowne and Red Bud. If there are several houses with boats in violation, letters should be sent to all. Trustee Finney said he was given a list by the police of several ordinance violations they noted in the Village. Trustee Finney should prepare a letter to accompany the village stickers with general ordinance information and restrictions.
